The Commonwealth of Virginia was the only state in the nation to receive an “A” grade from the Governing Performance Project, sponsored by Governing Magazine and the Pew Project for the States. Several hundred pages of documentation were provided Governing to buttress Virginia’s claim to “People” excellence.
